Dick Gilligan currently serves as a Senior Vice President for Science and Technology Corporation, Belcamp Md. with responsibility for contracts at Aberdeen Md, Dugway Proving Ground and the U.S. Coast Guard.  He is also a retired US Army Colonel with 30 years of service in field artillery, acquisition and military test and evaluation, having served as commander or test director of two major proving grounds. Mr. Gilligan is an expert in Department of Defense acquisition of major systems and has particular expertise in technical test and evaluation of DOD systems.  He is also a Vietnam veteran with special operations experience. Richard remains actively involved with the United States Army having served as a Chapter President of the Military Officers Association. He also mentors numerous military officers within the test and evaluation community.
